using paper, simplify birth reporting processes, increasing the accuracy and efficiency of birth reporting, therefore the Department of Health adopted outsourcing to setup the online birth reporting system. The Department of Health lunched the Online Birth Reporting System since 2002,the average birth reporting rate are beyond 98% per month; But for understand that the effect of using the Online Birth Reporting System and developing the new follow-up system, therefore we have to explore the problems of Online Birth Reporting System and find out the sensation and satisfaction from the user’s view, In the meanwhile we can provide these findings to the government to improve the Online Birth Reporting System and integrate National Health Information Network.
This research adopt the data collected from 616 medical institutes since 1/1/2002 to 12/31/2002. The research objects are those people who in charge with birth reporting affair. We had collected the data from 212 effective questionnaires by using e-mail, the retrieved rate of questionnaires are 34.42%.
This research reveal that user’s attitude, user’s participation, CEO’s attitude and computer experience have a significant influence on individual impact anusers'' satisfaction. The capabilities and service attitudes of IT personnel has a significant influence on information quality. The computerized degree of organization has a significant influence on system quality.The information quality and system quality have a significant influence on individual impact and users'' satisfaction. Through these findings we knew that enforce user positive attitude and support at IT, gain the CEO’s support at IT , understand the difference at using IT experience between users, increase the capabilities and service attitudes of IT personnel ,and upgrade the computerize degree of medical institutes will benefit the use of Online Birth Reporting system, then promotethe total implement performance of Online Birth Reporting system.
The paper finally take study result as basis to provide afte research to proceed deeply analysis and discussion about more IT utilization and management on health data. It also can offering evidences for improving Online Birth Reporting system quality and to setup integrate National Health Information Network in future.
