To satisfy consumer needs and to create competing edge, enterprises should not only strengthen their internal quality management and external relationship management with their suppliers and customers, but also take advantages of information technology to develop their own quality information systems (QISs) and integrate them into the corporate-wide management information systems. It is very unlikely that an effective QIS can be developed in a short term. It requires continuous experiments, improvements, and promotions. Numerous researches stress on the architecture and the planning models of QIS though, very few address the issues of QIS stages and the performance measurement. This research proposes a QIS stage growth model and develops a performance measurement index for each stage based on a case study. The characteristics of the model are as follows. (1) There are five main growth stages in a typical QIS---plan (generating the quality report from the QIS), control (combining the QIS with ISO-9000), integration (integrating the QIS and TQM), extension (extending the QIS to the raw material manufacturing processes), and maturation (integrating the QIS with other information systems, both internal and external to the enterprise). (2) The impact of the QIS to the organization reaches its peak in the control stage, and the milestones of the stage are the certification of ISO-9000 series and a great improvement in the performance of the QIS. (3) The integration stage emphasizes on the establishment of a continuous quality improvement management mechanism and therefore is longer than other stages. (4) The significant improvement of the QIS performance in the extension stage reveals that the quality of raw materials has a great influence on the production quality in the man-made fiber Industry.
