The author applied the Kirkpatrick’s Training Evaluation Model as the basis of research and used multiple regressions to analyze the influential factors. The author found out the ‘attitudes of training manager,’ ‘abridged budget-centralized structure,’ ‘supports from high level management,’ and ‘company policies’ influenced the implementations of training evaluation significantly. The results of the analyses showed that more than 70% of the training department did not operate independently and more than 50% of the training managers indicated that training was not the only responsibility. Training managers also pointed out that training programs related to companies objectives were usually provided with abundant resources. Training professionals played key roles in implementing training evaluation. The author found out that every sample company could evaluate trainees’ reactions while capabilities of evaluating trainees’ learning, behaviors, and results dropped to 86.8%, 39.1%, and 18.5% respectively. Most training managers believed that capable training professionals would be helpful in promoting training evaluations to higher levels.
