Then, according to the data, the researcher analyzed the information literacy about the different background and the knowledge management burnout of the school effectiveness. Questionnaire survey was conducted in this study. The samples were from public elementary school teachers in Taizhong City, Taizhong County, Nantou County and Changhua County. The sampling included 1235 examinees, and 1072 examinees 86.06% of the sampling were considered valid. “ The current situation of knowledge management and school effectiveness Questionnaire” was used. It included two parts : the questionnaires of knowledge management in elementary schools and the questionnaires of school effectiveness. Average and standard deviation, product-moment correlation, one-way ANOVA and stepwise regression analysis were used to calculate. The conclusions of this study were synthesized as follows: 1. The highest perception of knowledge management in Central-Taiwan elementary schools is “school leading and sharing for growth”. 2.The highest perception of school effectiveness in Central-Taiwan elementary schools is “principals’ leading ”, and the lowest perception is “students’ presentment”. 3. Schools which have greater knowledge management have greater school effectiveness. 4. There are significant differences in perception of knowledge management and school effectiveness between male teachers and female teachers. 5. Teachers who are older in age and senior in teaching experience have greater perception of knowledge management. 6. Schools which are smaller and in middle school age have greater perception of knowledge management. 7. Teachers who are older in age, senior in teaching experience and having administrative positions have greater perception of knowledge management. 8. There are different perception of school effectiveness in different school sizes. Schools which are in middle school age show greater perception of school effectiveness. 9. Among the predicted variables for school effectiveness, knowledge management is the best predictor. The recommendations of this study were synthesized as follows: 1. The advice to educational administrative institutions (1) Build a great knowledge management environment to make knowledge management going on. (2) Establish school evaluation system, respect principals’ leadership and strengthen school effectiveness. (3) Offer the rights to schools to regulate the organization elastically in order to help students develop potential fully. 2. The advice to schools (1) For making knowledge management systematic, schools should be link up with information closely. (2) Encourage teachers who are outstanding and senior in teaching experience to stay to teach for guiding junior teachers. (3) Make a duct of participation and communication open, combine with community resources and promote the education quality. (4) Strengthen teachers’ ability in using information technology. 3. The advice to teachers (1) Have notion of lifelong-learning and construct a organization culture of learning to innovate. (2) Pay much attention to interaction between parents and teachers in order to develop the whole educational effectiveness.
