Then, according to the results of the study offered some suggests to school and educational administrators. The study adopted questionnaire survey method. There were 748 participants in the study, including school princip0als, teachers and administrative staff in the public junior high schools. The sample of the study was selected randomly from Yunlin County, Chiayi County, Chiayi City, Tainan County, and Tainan City. The total usable number of questionnaires returned was 456, and the analyzable data reached 60.9%. Data was analyzed by using the method of descriptive and inferential statistics, including mean and standard deviation, t-test, one-way ANOVA, Scheffé post-test and Person’s product-moment correlation. The follows were the conclusions of this study: 1.The teachers of junior high schools perceived a middle level on human resources management. Among the sectional scores, “the strategies of teachers’ selection “ was the highest, followed by “the strategies of teachers’ development“ and “the strategies of teachers’ induction“; “the strategies of teachers’ selection“ is the lowest. 2.The educational staff with diverse backgrounds (sex, working distribution etc.) in junior high schools had significantly different perceptions about human resources management and school effectiveness. 3.The teachers of junior high schools perceived a middle level on difficult efforts of the human resources management. 4.The teachers of junior high school reached agreement on the following ways of promoting effectiveness of human resources management. They agreed on controlling the number of job vacancies using the money left for personnel numbers, reducing the number of teachers organized for each class —from two for one class to one point two for one class, and controlling the number of adding one more teacher every nine classes to hire teaching staff. They also conformed with adjusting the teacher’s performance rating system to encourage teachers, combining the teacher’s evaluator system with the performance rating system to primate teaching quality, and hiring part time teachers to share the overwork hours of incumbent teacher. 5.In junior high schools, the degree of human resources management was positively significant correlated with school effectiveness. 林明地 2004 學位論文 ; thesis 159 zh-TW
