R&D activities can be viewed as a production process, which combines various inputs to produce desired output. This study proposes to analyze the relative efficiency of R&D among firms of Taiwan’s high-tech industries. It takes the annual R&D expenditures and the number of researchers as inputs and chooses the annual number of patents rewarded as a measure of output. The Data Envelopment Analysis (DEA) approach is applied to examine the relative efficiency among three groups of firms in the Hsinchu Science-Based Industrial Park in the period of 1999 to 2002. Both the aggregate relative efficiency and pure technical efficiency are estimated and slack analyses are performed. Results indicate that, in general, both aggregate and technical efficiency of R&D are quite low in most firms relative to only a few peers. There is thus a huge room for improvement in resources allocation and in R&D efforts. It also finds that the positive correlation is significant between the degree of R&D efficiency and the amount of sales, while there is negative correlationship between the degree of R&D efficiency and the earning per share.
