And try to promote the efficiency of teaching and administration by doing this research. After reviewing the related literature, participant observation and interview were adopted mainly for collecting the data needed. Moreover, the data collected by the questionnaire designed for students provided the reference for triangulation. The sample consisted of eleven colleagues from different positions. In order to be more objective, the researcher asked another colleague to be the main interviewer. The interviewing process followed the semi-structured interviews designed by the researcher. According to the findings, the conclusions were generalized to ten items, as follows: 1. Whether the learning school can be triggered, the principle’s notions and promises by heart were the key points. 2. Building up the fluent interactive and communicative methods was the crucial elements to promote group learning and good-quality organizational culture. 3. The clear administrative system can promote the morale of working and enhance the learning energy. 4. The stubborn thought was the first obstruction. How to handle it were to change the mind model and to train the method of system thinking. 5. The non-clear administrative system was the second obstruction. How to handle it was to build up the humanistic and clear system. 6. The bad interactive and communicative situation in the organization was the third obstruction. How to manage it was to open the communicative methods and exclude the troubles. 7. Public or private high schools should adopt different models on promoting learning school. 8. It’s a good way to build the learning school up by knowledge management strategies. 9. The utilization and integration of technology was the important methods for promoting knowledge management. 10. Promoting learning school, the action research executed by the principle was one of the efficient methods. According to the conclusions, this research proposed suggestions for the senior high schools, and the teachers how to build up the learning school.
