Yet the governments of most countries haven’t imposed regulations on the service quality of broadband Internet access services. By establishing a monitoring and reporting mechanism for service quality of broadband Internet access services, the customers will be able to gain sufficient information before they choose an ISP, therefore increase the competition on in the industry. The governments will also be able to use it as a policy tool for future deployment of broadband universal service, as well as a driver of global competitiveness and national prosperity.
