To be familiar with the regulations and the sourcing procedures in a short time may be difficult for the agents, due to the complexity of the clauses. They need extra time referring to the relevant clauses to avoid violating the Sourcing Law unwittingly. If a distinct, systematic, and updated mean to obtain the Government Procurement and its corresponding regulations is available, the procurement agencies can then avoid unnecessary complications and successfully acquire the procurement targets. This research provides procurement agents with an Interactive Electronic Technical Manual, IETM, which facilitates the agents in interactive inquiries and carries out the Government Procurement Law and its corresponding information inquiry system.This paper begins with an illustration of the characteristics of the government’s procurement task procedures. Then it analyses the functional needs of the government’s procurement regulation informational system, and the IETM standard and its corresponding nature to verify its feasibility.
