碩士 === 國立雲林科技大學 === 文化資產維護系碩士班 === 91 === The culture festival has been made by every lower level government administration in Taiwan after the culture government administrations promote in recent years. It stands for the level of culture of a regional place, and could have all the resources on a regional place be integrated. The culture festival is almost overabundance everywhere under the slogan “A Country a Distinguish Feature”. The most important thing is to evaluate the effectiveness of such festivals and to have people realize what the culture of a country is, not only to join a festival as a fun and game. This research is to focus on the culture festival of Taichung County as a case study. It covers the roadmap of the culture policy held by central government and of the community management. Furthermore, we review the culture festivals held in Taichung County by surveying the culture policy governed by Culture Affairs Bureau of Taichung County. We choose the festival of railroad at Taiann, HoLi country as our research highlight. The research method is mainly by using questionnaire and secondly by using interview, in which the topics are focused on the opinions and perspectives of tourists and residents at Taiann. The research therefore points out the beneficial which is resulted from the festival to the people includes tourists and residents, and offers useful proposals to the government administrations. Therefore we could expect the festivals can be most successfully held in the future.
