However, the public worries about the electromagnetic wave that is radiated from mobile telephone base station will hurt their bodies while they are enjoying the convenience of telecommunication. Therefore, a lot of people make drastic resistances to protest against this issue; especially the protests made by traditional locals in Nong-Ye County of Yun-Lin are the most serious in this island. The third generation of telecommunication is coming. Therefore, base stations will be definitely more in the future. The researcher has served in Chunghwa Telecom for more than 25 years. In view of joining innumerable protests with the public, the purposes of this research are: compare recognition of electromagnetic wave from mobile telephone base station between experts and the public, relief people’s misgiving and terminating the long-term protest. The survey of this research is divided into two parts (the public and the experts) in the Yun-Lin area. Furthermore, the research is included all-round statement of characteristic of electromagnetic wave radiation, retrospect how wave influence people, and discussing mobile phone evolution and framework principles, such as the Cellular Mobile Phone principle, measuring the quantity of electromagnetic wave that is from Cellular Mobile Phone and analyzing the result (Hp Spectrum Analyzer). Moreover, the literature of the base station electromagnetic wave influence on the environment or the human bodies are reviewed. Lastly, the rules made by domestic government organization, The Directorate General of Telecommunications Ministry of Transportation and Communications, or by other relevant institutions, like EPA, are compared and analyzed, such as IEEE/ANSI and ICNIRP. According to the result of measuring electromagnetic wave analysis (as graph 3-4 and 3-5), the data is all lower than the standard (GSM 900 MHz is equal to 0.6mW/cm2, and GSM 1800 MHz is equal to 1.2mW/cm2) and meet national regulation. It can clear to tell that people don’t have to worry about the influence on bodies. Moreover, in terms of survey (Likert-typed five point rating scale), mass media report is the main source to the public getting recognition of electromagnetic wave (the percentage is 15.62%). The concern of electromagnetic wave and mass media report are the main reasons to the public and experts to protest against mobile phones (the public is 14%, 13.31%, and the experts is 28.53%, 19.26%).
