However, little research has been performed to investigate the operation and management of the pre-mix concrete industry, and relatively little research has been conducted to develop models capable of evaluating site selection of proportioning concrete plants. Lacking such models often leads to a fatal decision, selecting an inappropriate facility site for a pre-mix concrete firm. Problems of running the facility are therefore incurred. The thrust of this research is to develop a model capable of assessing site for a pre-mix concrete firm’s facility and, thus, prevent the problems. The research utilized interview and survey questionnaires to collect and define the factors needed for site selection. AHP (Analytic Hierarchy Process) and SWM (Simple Weighting Method) were used to determine the weights of indices. A site selection model with a 3-layer hierarchical structure of proportioning concrete plants was therefore established. The model developed was converted to evaluate tables and was sent to 6 proportioning concrete plants located in central Taiwan. Finally, the data collected was analyzed to provide the directions of improvement of these plants. The conclusions of the research are summarized as the following: 1. The site selection model consists of three levels, including one overall index, five upper-index, and twenty-three lower-index. 2. The rank of the medium-layer index is marketing (0.238), operation and management (0.274), transportation (0.225), geographic condition (0.196), and policy and infrastructure (0.067). The rank of the medium-layer index indicates that marketing, operation and management, and transportation condition are plants that managers’ major concerns when evaluating plant sites. 3. The average point is around 70 points. Plants can develop improvement strategy and/or increase competitiveness by referring these evaluation results. 4. Although the model can be used to evaluate the effectiveness of site selection, the threshold of overall index has not been established yet.
