After 921 Gi-Gi Earthquake, the insufficiency of urban disaster-prevention space and the integral rescue system in Taiwan and was revealed completely. Everyone hopes achieve the objective that to establish a calamity-proofed city, and a complete policy of urban disaster-prevention planning. This study is trying to establish such a planning of Dou-Liu city. First, we use the document review as our methodology to arrange a disaster-prevention and rescue space planning. This study establishes a database of original danger elements for control the disaster factors by examining the soil-mechanism and dangerous buildings, and checking different characteristics of local area. By reviewing the urban space to the defect of disaster-prevention system, this research takes the area of urban planning and outskirt as examples for empirical study. According to the gathered information from the site survey, we can point out what should be done for the district. Second, we got difficult points of disaster-prevention planning in Chapter four, by interviewing experts of relieving-experience to draft a direction of the survey. Analyzing the impersonal opinions about disaster-prevention space planning, integrating the results of the survey as well as the process of planning to evaluate the feasibility. As a result, this research draws up concepts of disaster-prevention space planning. Finally, we summarized the findings after researching in every chapter and offer some related suggestions to improve the problems nowadays.
