Recently, the enterprise faces a globalization business environment in which the competition increases day by day. As for R&D, manufacturing, and service business, to shorten products developing period, to increase products quality and decrease manufacturing costs, and to respond customers requirements immediately are the necessary conditions for keeping competition advantage. Recently the role of logistics has grown more crucial as modern warfare has increased in technological terms of “Mechanization, Three-dimensional, Automation” in armaments preparation. To manage correlation technology information of complicate diversity equipments is an extremely heavy burden for the logistics management. The “Integrated Logistics Support” lays a task for supporting the CALS on its standardize digital information application through adopting digitization and standardization operation notion to access technology data to promote the utilization capacity, management efficiency, and effectually integrate weapon system in every operations of life-cycle and consequently to achieves the objective of integrated logistics support in military operation. So far, there is no experience in implementing CALS strategy systems for ROC military. Therefore, to provide a suitable model for the ROC military is an important and urgency task at this moment. In this research, firstly we survey the existing models for the implementation of information technology and CALS strategy systems. Secondly, we study the operating characteristics of the military in ROC, and propose a preliminary model, the Armor Vehicle Developing Management, for implementing CALS strategy systems in ROC Army. We visit a R&D type company as to be our real study case to get its implementation experience, and use this information to revise our preliminary model. The model proposed in this thesis could be used as a reference model for the military in ROC to implement their CALS strategy systems.
