Besides, there are no rules or laws for these school to follow, but only based on the "The teacher's evaluation ways of public school" proclaimed by Ministry of Education which were revised in 2000. The rules are too ambiguous to follow, such as the rules for "excellent teaching method", "appropriate teaching schedule" and "remarkable scholastic performance". It is pretty hard to determine the quality and performance of these high school teachers. This paper uses "Linguistic questionnaire", which interview the teaching experts and principals’ opinions, to reconstruct and weigh the performance of school teachers. After collecting the questionnaires, the linguistic representation will be converted into triangular fuzzy number (TFN) by fuzzy set and calculated its fuzzy mean and spread by using Lee & Li(1988) and metric distance methods(Grzegorzewski 1998) to construct a ranking model for evaluating the teachers’ performance. For easy computation, we develop an evaluation system for the teachers’ performance. This system will be webbed and on-line based by PHP and MYSQL in terms of sharing via web.
