The Formation and Operation of Community Public Sphere－with a case study of Shian-Zha-Jiao Settlement in Da-Yan Village

碩士 === 國立雲林科技大學 === 工業設計系碩士班 === 91 === After the earthquake of 921 earthquake, the resources and devotions from government and local groups have lead the rebuild of communities and industries as well as many individual cases. This research aims to explore the issues of how community residents can face the rebuilds alone or with a group, how they learn discussions in meetings of public sphere, how common views are formed, and how public spaces and industries are operated. Community public sphere is a mechanism to realize community discussions. Through the community construction and industry revival of Da-Yang Village, I observed the operations of Shian-Zha-Jiao Settlement’s public sphere. Shian-Zha-Jiao’s community construction can be classified into 3 stages, each with different features of public spheres: Stage 1 is the establishment of re-construction. Stage 2 is the formation of public sphere of black tea. Stage 3 is the interaction with public spaces. This research analyses the formation and operation of community public sphere through 4 elements: residents’ learning and participation, the roles in community organizations, the formation and presentation of common views, and media effects. It has been discovered in the research that 1.the residents went from passive to autonomous In the beginning, the residents needed aid from community organizations and scholars, but they slowly become capable of independent beautification of their communities. 2.The community organization went from singular to multiple, from external to internal: the community organization started from external workstations and gradually derived internally-built production/sales class and associations. The external contacts applied for resources from government and contacted scholars and experts. Then internally, they passed the information to community residents, serving conductive roles. 3.Experts and scholars become leaders of opinions who lead formation of common understandings: objective critical individuals should exist in public spheres to maintain environments for “fair, open and free” discussions. However, Shian-Zha-Jiao lacks of such individuals, and therefore experts, on the contrary, became opinion leaders. Resident’s group activity expressed the formation of their common opinion, which also brought attention to the media. 4.Media serves as catalysts to public spheres: through media reports, the operation of public sphere becomes more strengthened with more residents’ involvement. 5.The operation of public sphere: the cycle of public sphere operation is formed through more residents’ involvement, community organization aids, the generation of common views, and media reports. This demonstrates the process of operation of public sphere.
