Summary: | 碩士 === 國立陽明大學 === 醫務管理研究所 === 91 === The purpose of this research is to delve into the legal nexus pertinent to the trusting of the Health Administration I-Lan Hospital to the care of Taipei Veteran’s Hospital, as well as the strategic approach of Taipei Veteran’s Hospital toward the management of I-Lan Hospital. Through studies of the causes underlying I-Lan Hospital’s managerial hardship, as well as the supply of and demand for medical resources in I-Lan area, this research scrutinizes the managerial strategy and performance of I-Lan Hospital and proposes recommendations for its future management.
This research employs case studies. Through literature search it examines the management of I-Lan Hospital and analyzes how it may come out of the red.
Results of this research indicate: 1. Privatization is not a cure-all. Consignment of the management of Health Administration I-Lan Hospital (the publicly owned, publicly managed pattern) is a good example. It is a landmark for the post-SARS era. 2. The fact that two publicly owned hospitals engage in strategic alliance through the “reciprocal administrative contract” sets a new example for the “publicly owned, publicly managed” pattern. It is a valid alternative to privatization. 3. The government ought to lift legal restrictions as soon as possible, so that hospitals may be managed as special public corporations or civic organizations to attain the goal of sustainable operation and facilitate the operation of strategic alliances.
