The aspects are applied in this study to justify the problem: the basic and principle of administrative law, the Interpretations of The Grand Justice Council No.535, administration of investigation, administrative order, administrative discretion. This study also applied the case of against the “Controlled Drugs Act”. In compliance with this study, the conclusions reveal the many regulation of administrative investigation of current administrative law could be against the Constitutional Legal.
