The Soviet threat was replaced by the ethnic conflict in the Southeastern Europe, for example, the civil war in the former Yugoslav. This development reveled the lack of military capability of Europe. Against this background, European Security and Defence Policy (ESDP) was created to enhance the EU’s profile in the world politics and to secure Europe itself. It’s necessary to review the process of Common Foreign and Security Policy (CFSP) when deliberating the development the ESDP due to ESDP is considered as a part of CFSP. Accordingly, this thesis was mainly divided into three parts: the first part reviews the progress of CFSP; the second part deliberates the development of ESDP; and the last part analyzes the relationship with NATO and the third countries. With historical approach and documentary analysis, this thesis is to generalize and conclude the development of the ESDP, as well as analyze and explain the treaties, laws, declarations, and statements of the officials, to illustrate the formation of ESDP, and the conception of relationship with NATO and the third countries. Summing up the development of ESDP, this thesis wind up the studies with the features of ESDP: 1.renders EU the capacity of crisis management and conflict prevention; 2.establishes the politico-military structure needed; 3.integrates WEU and Petersberg Tasks into EU; 4.sets up the Rapid Reaction Force; 5. the participation of the third countries in ESDP; 6. takes over the peacekeeping missions from UN and NATO. As regards the further development of ESDP, positive and negative dimensions exit simultaneously to work on. The positive dimensions are: 1.EU has been a thorough international actor thereafter; 2.the member states can enhance the inner relation by performing the peacekeeping missions; 3. EU and member states can lessen the military reliance on U.S.; 4.neutrality states can participate in the peacekeeping missions; 5. EU can deal with the crisis situation like Kosovo crisis in the coming future. The negative dimensions are: 1. the low rank and deficient competence of PSC will be a hindrance to policy execution; 2.in non-military crisis situation, the question of authority will arise; 3. the function of Rapid Reaction Force needs to be enhanced; 4. the short defence budget and developing munitions industries; 5. the tension relation with NATO; 6. the debate on the relation with NATO between the member states; 7.the implementation of the commitment of each member state.
