We are concerned with the public schools without compulsory education. A spatial competition model is used to deal with the education goods, which produced by a representative school with teachers’ and students’ efforts at the same time. We assume that the representative school is seeking to maximize performance subject to the given level of profit. We expect it could provide some implications of education policies for the Government. We find that students’ effort has no effect on the education policies. When the wage of teacher rises, the optimal teacher-student ratio falls and the optimal capital will fall in the long run, but it has on effect on the optimal policy of tuition. If the price of capital rises in the long run, the representative school will decrease the optimal quantity of capital. Finally, the change of a given level of profit will create a positive effect on the optimal tuition policy, and has a negative effect on the teacher-student ratio, capital and school area policies.
