碩士 === 淡江大學 === 國際事務與戰略研究所 === 91 === Coast Guard is a very crucial defensive front of our national security, there are lots f studies about such subject after the martial law was lifted. Nevertheless, most of them focus respectively on a single subject such as Coast Guard organization, Crime Prevention as well as Ocean Policy, etc, up to now, there is no any specific study on the Coast Guard Strategies. Accordingly, this thesis is based on the historical approach and concentrates on The Coast Guard definition and its organization as well as the Interrelationship between ROC Coast Guard Strategies and the Changes of Cross Straight relations. The analysis framework is divided into five chapters, and eighteen sections. Prologue: Descript the motivation and objectives of the research, analyze the reference documents and define the means spectrum as well as the limitation of research. Chapter one: Study the meaning and systems of the Coast Guard Strategies, analyze the Coast Guard Strategic studies by means of its main units－actor, power, environment and operation. Chapter Two: Conduct an indicative research then analyze synthetically on the Coast Guard Organization & the Strategies of United State, Japan and Isreal. Chapter Three: From the government files, to study the developments of ROC Coast Guard organization and the evaluation process of Coast Guard Strategies. Chapter Four & Five: Study the development of Cross Strait relationship and the Coast Guard Strategies respectively for the periods of martial law and post martial law, then conduct a statistics and analysis of the investigation results of smuggling and illegal immigration. Conclusion: Propose a policy recommendation and outlook of future study with the results of this research.
