Kennan was the first person who openly used the term “containment.” His containment theory was adopted by the Truman government, contributed to the “Marshall Plan” which was used for containing the Soviet Union. According to Joseph S. Nye, Jr., “there are different forms of containment. It can be offensive or defensive. It can be military in the form of war or alliances, and it can be economic in the form of trading blocs or sanctions.” Based on this theory, this study believes that the U.S. contained China in the Post Cold War Era and contained the terrorists after the Sep. 11 event. From the containment viewpoint, this study compared the U.S. containment strategies towards the Soviet Union, China and the terrorists in the Cold War Era, the Post Cold War Era, and after the Sep. 11th event. This study found out that in terms of the containment forms, the U.S. containment strategies towards the Soviet Union, China and the terrorists were “hard containment,” “soft containment,” and “full containment.” And in terms of usage, the containment strategies were through “Collective Defense” and “economic sanctions” towards the Soviet Union, “enlarging democracy” and “free trade” towards China, and “anti-terrorism” and “counter-proliferation” towards the terrorists. Meanwhile, the purpose of these containment strategies was to maintain American hegemony, not allowing any challenges from other countries.
