More than 5000 associations were established in name of “the community development Association”. However, there was only a small minority of the population, were found in the statistical reports, really devoted to the public affairs. The citizens who join the organization of the community were only a few groups. There was a variety of diversity in the participation. Based on the awareness of the pubic and the overall environment in Taiwan, it will be appreciated and accepted if the promotion of the community development was dominated by the government. However, it was not so popular that the citizens devoted themselves to the public affairs in the community. In general, the community was only the concept of geography or the noun for the organization. It will be difficult for the development of community affairs if no one devoted to be the volunteer. The participation from the citizens was the most important motivation for community development. Therefore, the purpose of this study is to investigate the citizen’s attitude toward the public affairs and their relationships. First of all, the attitude of the citizen toward the public affairs will be fully discussed. Secondly, the outlook and motivation of the citizen why they participated in community affairs was investigated. Finally, the suggestion of the promotion for community development and the encouragement proposal of public’s participation were conducted from data analysis and comparison of the theoretical formula and reality data. The research method used in this study is qualitative inquiry, and depth interview to process data gathering. The research targets are the citizens devoted themselves to the public affairs in the community over a long period of time. The chapters and sections of this study are following: Chapter one -- Introduction: to interpret the researching purposes, motivations, methods, range, procedures, noun-identification and document analysis. Chapter two -- Document exploration: explanation of the community, citizen participation, and attitude. Chapter three -- The research method: to interpret the research targets, instrument, and analysis of data. Chapter four -- Analysis and discussion of the result of interview: from three dimensions of cognition, affection, and behavior. Chapter five -- Conclusion
