Since the economic reform by Deng in 1978, he took an imbalance development strategy. Though such an imbalance development strategy has made a great boost to the macro-economy, it also created a greater economic gap between East and West China and thus produced lots of problems, such as imbalance development between regions, uneven distribution of income, and extreme disparity between the rich and the poor. These problems are stones for China’s political development. When meeting a difficulty in political development, China has to take a proper strategy to reach its political development goals. If not, that will affect its political stability. This paper bases on a view of political development, which discusses what problems will China meet during its political developing procedure, and the causes of these problems which are involved with the difficulties of China’s modernization procedure. Therefore, in order to maintain it’s stability and sequent changes of political developing procedure, China took a national strategy to solve this problem, which bring up a Grand Developmental Policy of Mainland China''s West. At last, it also evaluates the executive results on today’s Grand Development Policy of western of Mainland China and its effect on China’s long-term economic development and political stability.
