Since the 「Law of the disasters prevention&protection」were published and brought into force on July 19th, 2000, the central and local governments have established well three-layer emergency center and perfect functions in dealing with disasters. However, the local governments don’t have a common modeled framework and standardized operation principles when integrate, coordinate, command, deploy and dispatch the rescue resources in the scenes of the disasters. That’s why the scenes of the disasters are often many chiefs so that the results of rescue are affected. Because of the regulations of 「The law on local self-government」, the rescue operation is one of the duties of local governments. When one disaster gets worse or one massive disaster occurs, there are mutual support agreements between local governments. But there is no common and complete command system between local governments in the scenes of the disasters. Owing to the communication system, the operation principles and the command framework belong to different units, how to integrate the supporting and supported units will be a great challenge. The 「The event of theYuansheng No.2」on July 9th, 2002 and 「The event of the Alishan train derails」on March 1st, 2003 revealed the domestic on-site command system has the following problems: lack of common organized framework; lack of ability to response disasters and then expand or reduce the emergency organization; no full disaster rescue plan and standardized operation principles. This research is based on the concepts and principles of ICS in United States, and combines with the characteristics of present domestic and foreign rescue command systems. Besides, it focuses on the advantages and disadvantages of recent domestic major disasters rescue operations and then makes improvement in order to establish the localization of on-site disaster control system. In the plan of the whole disaster prevention, hopefully it will provide some research discoveries and advices.
