The technology of license plate recognition (LPR) for vehicular and the IP-based distributed location server (IP-DLS) are integrated into the VLM system. The VLM system is active and can be employed on the intelligent surveillance system for the running vehicle. In the VLPR system, three steps are employed. At first, the preprocessing on the input image is performed. Secondly, the license plate location is done. The simple rule-based algorithm is employed to detect the region of interest (ROI). Finally, the character recognition is completed. A Multi-Layer Perceptrons (MLP) is employed to recognize the character of the vehicular license plate. The results of the experiments show that the performance of the license plate location rate is 96% and the character recognition rate is 98.53% respectively. In the IP-DLS system, an IP-based SQL server with the distributed architecture is introduced to do the location operation. More than 350 operations of registration can be done within one second for each server. Moreover, certain real-time monitoring tasks can also be achieved on the IP-DLS system.
