The political structure after the transition of ruling party can be divided into four phases: “the 520 inaugural speech” phase, “the integration theory” phase, “the demolishing the consensus reached in 1992” phase, and “the one country on each side” phase. The political structure seriously influences the trading and economic relations between mainland China and Taiwan. The cross-strait trading and economic interactions under this political structure can be analyzed by Two Persons Game. This research chooses “the Mini-Three-links”, “the dispute of the Taiwan representative attending APEC in Shanghai, 2001”, and “the direct charter flight” as cases for analysis. The result of analysis shows that the development of the cross-strait trading and economic relations is a “non-zero-sum game”. If the two players express cooperative intentions, establish confidence with each other, create a communicative and good-will atmosphere, and avoid irritations and conflicts, they will achieve the win-win situation. In contrast, if the two players interact with hostility, adopt “defection strategy”, and give up cooperating with each other, they will get into the prisoners’ dilemma of both losing. Tu, Chuang, Ph.
