Summary: | 碩士 === 東海大學 === 公共事務碩士學程在職進修專班 === 91 === Based on the reforming mainstream, which are the “manpower downsizing” and “administrative efficiency,” the authorities concerned top the saving of labor power, the expanding of government service, as well as the sharing of resource as three principal objectives, by way of combining the civil strength and volunteer joining. Especially, the government has been engaging in the scheme of providing the volunteers with public service these years to reach the goals. Here are the themes for this context as follows: firstly, why the social administration agency is in need of the volunteers, and how they influence the whole apparatus hereby; secondly, what brings them to be volunteered and what characteristics they may hold; thirdly, how it has been going for them who work there and what role they may play; fourthly, how the executive ability of the organization goes; lastly, what the results of making use of the volunteers are and what the possible difficulties the involved institution is in face of.
As far as the human resources are concerned, the concerning government should take account of the current situation of volunteers’ working and what they benefit the social administrative organization. This is also the theme of this study. With documents analysis (qualitative study), in-depth interview, public poll (quantitative study,) the study aims at building up the context structure via integrating the related documents and cross-proofing the possible outcomes; then they will lead to where the problems are and what the effects go.
Drucker promoted that, in 1993, human being himself was the valuable asset in a knowledgeable society. Volunteer power can be exercised via human resource management. In order to enhance its value and potential, the government concerned should analyze, design as well as manage the resources. As the motives of the volunteer joining and his personal interest meet the need of the involved administration, bringing the volunteers in would play a positive part, and even reduce the loading of the staff, improve the administrative service and enhance the service range. The study shows that volunteers in social administration agency, female have a large majority over male, married over singe, those with senior high school background or lower over the others, housewives and students over the other occupation, and those with religious belief over the others. At the present, the concerning authorities fail to build up a sound management system because the volunteers take the minority. Instead, only the measures, which meet the real need in reality, are taken. The beneficiaries of making use of volunteers would be both parties of the given and the accepted.
