The artificial coastal windbreaks had gradually replaced the natural littoral forest. And owing to the coastal area provide the convenient trafficability, a wide of open space and many varied of activities field. Therefore, human activities’ intervening in the use of coastal plain, that develop of housing and entertainment in industrial estate and coastal plain invades the coastal area is the main reason of forfeited biodiversity as well as the organism habitat were destroyed and fragmented. Considering both of the socio-economic efficiency and a completed ecological system of sea-shore for maintenance. The study tried to propose a strategy for improving landscape structure of sea-shore vegetation. It eco-efficiency based on the concepts of conservancy resource reducing environment impact creating sustainability combing to the theory of bioethics protection landscape eco-efficiency. By receiving the literatures the related theories and their affecting factors the principle of the eco-efficiency of the sea-shore vegetation of landscape structure were concluded. Using fuzzy Delphi method, the study sieved out the evaluation factors, then by the use of fuzzy Analytical Hierarchical Process method, it obtained the weights and hierarchical framework off factors. Finally, it proceeded to the case study in view of above. The result of the study, the evaluation factors includes three hierarchies, the first hierarchy includes ecological integrity of physical environment and socioeconomic efficiency, the second hierarchy includes vegetation type structure, species diversity, landscape diversity, land use, recreational function and environmental service function, the third hierarchy has fifteen evaluation factors, including plant species diversity, plant community structure, habitat diversity, species relative richness and species diversity, etc. The result of the case study showed that Hsinfeng village has reached its eco-efficiency. And the eco-efficiency of landscape structure of the sea-shore vegetation could be a foundation of improvement for sea-shore planning and coastal area land using planning.
