Various altercations were modified in 1997 and 1998. Due to the reorganization of Water Resources Agency, the regulations, and the constantly changing construction environment, it is impractical to enforce the obsolete “System of Assessment for Supplier “. Researches towards the related issues discovered that the greatest number of subjects being concentrated on the contents of the assessing items and their ratios of weight. One of the research projects has pointed out that after repeated evaluations of “Assessment of construction”, an irregularity award adding extra points has occurred. This inspired my case study on “application of fuzzy theory in system of quality assessment on construction “ to evaluate the results, the fairness, and the objectivity of its repeated evaluation of the assessment system. Based on my study, using the fuzzy theory mathematical method, I have found out the different classes of the subcontractor’s assessment construction. I analyzed and compared that with the Water Resources Agency Assessment. The result is that a repeated evaluation award adding extra points could be existed. Also, the calculating methods make it more deviated from the right path. To achieve the goal of fairness and objectivity, the only way is to mend the current “Assessment system” method of calculation.
