However, every city’s development has it’s life cycle-once the city’s development reaches a particular stage, it starts to deteriorate. Hence, it is the mail aim of the regeneration to encourage urban redevelopment. Consequently, this dissertation aims to study the theories and action of urban regeneration. In chronological order, the objectives and strategies employed by Taipei’s urban renewal process can be categorized into three distinct phases — the addition of “Old Urban District Special Chapter” to the Urban Planning Law in 1973; the addition of “Encouraging Private Sector Investment on Urban Renewal Ventures Special Chapter” to the Taipei Urban Renewal Implementation Guidelines in 1983; and the establishment of Urban Renewal Ordinance in 1988. This dissertation purports the three major factors that influence the effectiveness of urban renewal effort’s are — associated laws and regulations, promoting strategy, and implementation mechanism. On the other hand, the dissertation analyzes the implications of Taipei’s urban renewal from five perspectives, namely the implications on the overall urban development, government policy, legal owner’s of the buildings and properties, the development’s the inhabitants of the illegal structures, and the communities. All the promoting factors have led to the continuous improvement of urban renewal policy, strategy, and the implementation mechanism. They, in turn, become more effective in meeting people’s needs, in improving the amenity of urban environment, and in elevating the functions of a city and its overall quality of environment. In addition, with regards to improvement of urban renewal strategy, the priority should be placed on the regulatory aspects — to devise specific standards for rewards on building floor area ratio (F.A.R) based on varying degree of development in different districts. Guidelines for urban renewal and restoration should also be implemented as soon as possible — for those area where the inhabitants have reached high degree of consensus for renewal, the regulatory procedure for renewal should be shortened and a wider tax-cut incentives should be applied. In terms of the promoting strategy, the study recommends the implementation of a comprehensive urban renewal policy, broaden the funding basis for renewal, thorough analysis for each renewal effort, broadening the renewal areas, effective application of F.A.R transfer regulations, and effective integration of heritage conservation and urban renewal. Finally, in terms of the implementation mechanism, the dissertation recommends the formation of a task-specific institute for urban renewal, standardization of the procedure for urban renewal review, and increasing efforts on the promotion of urban renewal.
