The title of this thesis is” The study on the vocational training reform(1979-2000)in the Mainland China”, The purpose of the study tries to understand the basic rules of Mainland China on vocational training and the relationship between each department-in-charge through article analysis、in-depth interview 、data & information collection method and etc. The study is aimed at those unemployed、xia gang(layoff)、the new entrant and is to analyze the advantages and defects of Mainland China’s vocational training system and programs. Using supply and demand theory、vocational training theory and human capital theory to analyze the difference of vocational training between plan-system and market-system in Mainland China, and analyze how to settle employees during economic changing process in the future.
The study’s main discoveries are as followed:
1. Changing from plan-system to market-system, it produces adaptation problems and results in chaos in Mainland China.
2. Because the dependent habit under plan-system is hard to change swiftly, it causes the difficulties of policy performing.
3. System changing should be step by step in order to avoid from the resistances.
4. In order to solve the serious unemployment problem in the present, communist government have aimed at people who is xia gang from SOEs、job transfer、zhuan gang and rural area’s surplus labor forces and try to draw up different job training and placement plans and hope to arrange short-term work opportunity for them.
5. Full employment of citizens is important to solve social problem, by supply and demand theory we can provide proper direction to match the demand of employment market and the vocational training programs in supply side.
It should combine ideal、principle、characteristic and enhance vocational training to achieve the goal of full employment of citizens,and it should balance aspects of education、society、economics and manpower for future development in the vocational training and employment services system. In the policymaking, it should abide by supply and demand theory to solve unemployment problem, combine vocational training theory to supply professional needed for job market. And it should establish a good vocational training system and combine employment services and skill testing so that it can reach the goal of a stable society.
