Therefore, these parties assume that the contractor should be responsible for the safety and health of all staff. The labor department always quotes “The contractor shall follow Labor Safety and Health Laws made by authority to implement safety and health activities”. Construction contract documents usually lack clear reference to the relevant safety and health management regulations. Planning and design disciplines also tend to ignore the importance of construction safety, which should be fully considered during the planning and design phases of a project. Supervisory units do not always fully understand safety and health issues and cannot therefore effectively control the key safety point of supervision, or recognize and control hazards and risks during the construction period. Construction Managers ignore safety management and tender low prices that sacrifice quality and thereby further increase the risk of accidents.
In view of the above, the purpose of this research is to establish one set of public construction safety and health management guidelines that can fit in with the current situation and are practicable, allowing safety management to merge into the overall management system. So we research and propose to promote the principles of strengthening construction safety supervision of authority of public construction, safety and health plan of planning and design disciplines, safety and health audit and control system of supervisory units, establishing contractor and subcontractor safety and health management system, and the supervision function of construction authority. Also, to establish 4 levels of information distribution for safety and health management system, and establish ‘the main points of public construction safety and health management’. We hope to effectively reduce the occurrence of serious accidents in public construction.
