The Construction business may establish a long-term and mutual-reliable relationship with its suppliers by means of inter-business’ strategic alliance or the like in order to enhance the enterprise’ competitiveness by identifying the specialties inherent to construction industry and further the rationalizing management policies through the incorporation of e-SCM system being effectively used in the transaction of the characters of life cycle of construction management participants and information exchange. Though, the application of SCM into construction industry, both in demand and experiments is practically still in embryo, it varies by virtue of subjectiveness and preference of individuals of different experiences and backgrounds. This study is trying to focus only on the common probable key influencing factors and encountered difficulties at present time when implementing SCM system into the corporation management of domestic construction industry. Referring to the information collected by this study a report “Preliminary draft of the key influencing factors on implementation of SCM into construction industry” was published. Through questionnaires and FDM combined with the points of view from expert, the key influencing factors are selected and further ensured by Fuzzy AHP the weight and preference thereof. Furthermore, analyzing the key influencing factors concluded separately from each of the four different surveying groups being inquired: governments, IT businesses, general contractors and specialty subcontractors the differences among the main groups was studied and understood. Finally, to prove and substantiate the result of this study on key influencing factors, case study was carried out for verification. Concerning with the limitations and the tendency to congestion of construction market, the operation scale of construction business, the environmental considerations and the inherent characters of construction industry, before the implementation of SCM, the demands caused from internal the enterprise such as the organization, goal, strategy, motivation of adoption of SCM and the scale of business itself shall be prudently examined and assessed. And so measure the circumstances from exterior the enterprise, which maybe unforeseeable and uncontrollable. In the progress of implementation the SCM shall be adopted in stages and phases taking consideration of the existing program and operation of the enterprise derived from internal ERP system not being interfered and then the external circumstances including laws and rules, and demand in market etc. the employees and suppliers may then enjoy the benefit from the new system being adopted. The result of this study will hopefully be useful for academic research in related fields and for the construction businesses who would like to adopt “the SCM system for construction industry” into his business management. And also be helpful for intensifying the competitiveness of the construction industry integrally.
