Summary: | 碩士 === 國立臺灣科技大學 === 營建工程系 === 91 === After Taiwan has acceded to WTO, in accordance with the agreement of GATS, the government shall open the market of professional service ultimately. Few international organizations have developed identical standard qualification of Professional Engineers (P.E), and been negotiating the treat of the Mutual Recognition Agreement (MRA) for facilitating the mobility of P.E. However, the qualification standard of our P.E still has a huge gap in comparison with those existing International frameworks in the world, which makes our P.E couldn’t compete against foreign P.E on the market. To that end, the objective of this study is aimed to promote the international level of our P.E, for ensuring their position in the world, and make an appropriate framework of the International P.E Registration of Taiwan.
In this study, the formation of P.E in the main thirteen countries, the International Registration and the Mutual Recognition Rules were understood through comprehensive documents were reviewed. In the meanwhile, to sought the experience from Japan and Korea, that including of the strategies and implementation for promoting their former framework. There were three seminars were held for consultation with experts, scholars, national practitioners and association, to finalize the characteristics of P.E framework and the industry in Taiwan. In addition, the framework of International P.E Registry and the strategies for implementing MR were developed by referring to those experiences of the other countries and suggestions of experts.
Based on the results, the generalized qualification standards of the MRA in the world are the recognition of education, experience, and certification of a P.E. Also the APEC Engineer Framework was identified could fulfill whether Taiwanese systems and circumstances. Therefore, for the fulfillment of three standards stated above, the establishment of APEC Engineer Register of Taiwan and the practicing program were proposed, also those relevant organizations and the assessment mechanism of APEC Engineer in Taiwan were developed.
