About 80% of business carryout by forwards and 20% by couriers such as UPS, Fedex, DHL. After 11 September 2001, Iraqi War and recently SARS incident in Asia, the airlines suffered tremendous loss in passenger sectors. Thus the steady and growing air cargo market attracts everyone’s attention, the economic growth in China is attracting more companies to setting as the China Direct Shipping model to rely more upon the air transportation. To cope with all these circumstances, by developing the Asia Pacific Air Logistic center in Taiwan becomes as very important research topic. In this research, the developing strategies for all involving players are studied. And the results show more efforts should be done to meet the challenges from foreign forwards and carriers. Specially, the public sectors, such as the customs, MOEA & MOTC in local governments should from a horizontally task force to clear all obstacles in legislative Yuan.
