碩士 === 國立臺灣科技大學 === 管理研究所 === 91 === The objective of this research is to plumb the special backgrounds and the crucial events in the process of Taipei County Government’s founding complete high schools, to probe into the management policies, administration methods, and the obstacles in creative educational strategies, so as to provide useful references for better management in the operation of complete high schools in the years to come, as well as to offer basis of demonstrations, modifications, or breakthroughs in school managements. The pictures, charts, and attachments in this thesis are all what I had achieved in case studies in Chin Sui High School from 1996 through 2002, during which I ushered my afferent fellow teaching and administrative staff to follow the creative methods (such as operation, organization, man power, marketing, customer relation management, finance, research & development and others), accurate plans out of excellent administration strategies, and target management for educational results in statistical figures. Through this research, I have found complete high schools (Chin Sui as a criterion) are still being in the bottleneck facing hardship in operation in terms of laws or systems. I sincerely expect that this research would serve as a modest spur to induce professionals to come forward with their valuable contributions so that most of the difficulties would be got rid of, and thus pave a way for proper senior high or senior vocational as well as for the 12-year obligatory education.
