In order to cut down the population density and satisfy the demand of residence, it’s much imperatively to develop the lands around town. Thus, how to effectively use the resource in the cities and the land around the cities, as dividing and planning properly by the characteristics of environmental resource, can avoid the despoliation by undue exploitation lands and reducing the damage of the wealth. This study, which explores Environmental Sensitive Areas ( ESA ) and Land Use Suitability Analysis has the functions: First, they can awaken people to plan properly, and use rationally and effectively with the characteristics of environmental resource. Second, people can be supported to use environmental resource of which with extremely brings the potential, and to be of benefit to human beings. Following, avoid waste the environmental resource, let human attach importance to conservation. Finally, to reach the balance between developing and conservation can let the resource be using forever. In order to correctly plant to use lands by environmental supply, besides investigating all kinds of environmental factors, we also use the GIS at the same time to support them. Thus, the purpose of my study is through the case of Sanshia in Taipei, using the characteristic of IDRISI, and through Land Use Suitability Analysis planning to combine all kinds of environmental factors and analyzing the Land Use Suitability Analysis. Land Use Suitability Analysis choices the object, which the low density of a residential and industry district to analyze estimation. According to the planning of development in Sanshia of Taipei Shien integrate development planning, choosing them to analyze. That is because the dilation in the low density of a residential and industry district is the one major factor of the development in Sanshia to affect in the future. In the part of Environmental Sensitive Areas delimit result and analysis; this study focuses on putting the potential danger and water pollution in no developing area to ensure the wealth and safety of human. There are four major Environmental Sensitive Areas: Streams、Creeks & Lakes maintain Environmental Sensitive Areas, Acquifers Recharge Areas Sensitive Areas, Hillsiues Geological Hazard Areas, and Hood Plains Sensitive Areas in Sanshia in Taipei, and according the analysis to planning and limit the development of the Land Use Suitability Analysis. The analysis of integrate development potential and limit, can get the result of Land Use Suitability Analysis, and according to the object of estimation to chose the suitable class in the low density of a residential and industry district to analyze estimation. The Suitability Analysis of low density of a residential district show that most suitable place locates near Sanshia Cheng, and some distribute on Sanshia River and Heng River watershed flow. This is the same the situational of the distributions on the roads and villages development along Sanshia River and Heng River at present. The major distribute places are Shidueng Li, Shinan Li, Shibei Li, Jieshou Li, Jiaushi Li, Anshi Li, Juengjeng Li, Yuguan Li, Luengpu Li, and Yuanshan Li etc. The Suitability Analysis of industry district show that most suitable place locates near the town of Sanshia, and some distribute on Sanshia River and Heng River watershed flow. The major distribute places are Chengfu Li, Shidueng Li, Shinan Li, Shibei Li, Luengpu Li, Jieshou Li, Jiaushi Li, Juengjeng Li, Jiatian Li, Bajang Li, Dapu Li, and Erjiou Li etc.
