Those people, for example, teachers, lawyers, doctors, pilots and so on have the professional skill which the organization needs for surviving. The organization spends lots of time and cost to recruit and train those people. Selecting the right people on the right time has become the important issue for each company. However, the actual operation is the essence of an enterprise management. Enterprise management not only simply focuses on specific department performance, but its strategy also emphasizes on the chain relation of each department which is concluded as a dynamic complex problem. The result of this research focuses on the causality and interaction among different departments in strategic planning. An airline company is chosen as the study object, and the simulation model is built to help the airline company to do the HR management with a systematic view, specifically, the systematic dynamic model of pilot recruiting when the airline company wants to expand their fleet. The need of human resource derives from the expanding plan of the fleet. Recruiting plan has to match the future development of the company. The department which makes the decision has to communicate with other departments to get the perfect match. The result of this research uses the system dynamic view to help the airline company to enlarge their thinking scope, and build up the dynamic model. Through the computer simulation, we can study the dynamic structure of the problem and pose the short-term policy and the long-term strategy to improve the service quality.
