In the view of the spatiotemporal problems, GIS may not only look for the support in mathematical models, but also confront the phenomenon in real world to conclude the changing pattern at the same time. From the GIS technology, it’s very veiled to make up something only from digital layer and to discuss the meaning of space only form some scattered time slices. This missing is result from the incomplete incorporation of time and space. The thinking and value of historical maps are not merely confined to collecting the digital maps but mine the knowledge through time axis. The research addresses three steps to systemize the written description and build up a prototype of spatiotemporal data model: 1. assume the changing causal relationship of administrative divisions as the spatiotemporal relationship, 2. analyze the changing characteristics in China historical administrative divisions, 3 discuss the driving force (historical events) of administrative divisions in time axis. Based on the spatiotemporal data model (the research proposed), it can provide geographical and historical scholars a widely thinking and further more create variable standpoints to view the meaning and value of dataset.
