Although the studies of dynamic travel time problems now have attracted much attention but the existing dynamic travel time models can’t handle the impacts of the real- time incidents, which have great influences on traffic. If we can get the traffic flow information that was provided of the Intelligent Trasportation System (ITS) on time, and inform the users and the traffic control center, it will help to alleviate the negative impacts of traffic. This paper is concerned with the real-time incident- responsive dynamic travel time It not only provides that users pre-choose change his/her routes during incidents, but also provides the traffic management decision makers the advice right. In addition, the travel time cost function of links plays an important role on dynamic traffic management. As a result, the paper seeks to develop a proper function in order to reflect the increasing of the travel time during incidents as well. This paper wants to model a dynamic travel time cost function of links. Because of no proper real data provided, we will take a verification by simulation data which provided by VISSIM software.
