In order to function smoothly and to meet the innovative policies of the government, the National Police Administration spare no effort to reorganize the police administration. Successful reorganization of the police administration is currently an important issue. Referring to the proposals made by the observation group that visited Japan and Germany in 1998, and drawing from knowledge within various circles, the National Police Administration drafted the “Police Reorganizing Scheme” in eight parts. Restructuring the police organization was the main task. This task, however, involves a wide range of activities and responsibilities. Due to constraints in time space, manpower, and materials, the area of adjustment only covers the horizontal separation of national police departments. The research paper uses the National Police Administration of the Ministry of Interior Affairs as an example to investigate the issue of reorganizing the police administrative departments.
This research paper combines theory with practice. On the one hand, it adopts investigative methods to analyze the accumulated theories and information available concerning enterprise-administered government and police organizations. On the other, the paper uses deep interviews with police administration scholars, police inspectors currently serving the National Police Administration, and some retired, high-ranking police inspectors. Among the many principles of organizational structuring, Professor Chin-Chien Chang summarized them into five categories: complete unification, associated consistence, flexible command, management economy, and actual authorities. In addition, there are also the organizational adjustment principles of the Executive Yuan promoted by the Yuan itself at present: downsizing the government, reorganizing agency structure, strengthening policy coordination, harmonizing responsibilities and organizations, and enhancing organization adaptability. When downsizing, there are four strategic tools: turning duties into missions, working with members of the judiciary, localizing and outsourcing. These can build up the ideals and visions for the organizational structure of the National Police Administration.
Currently, the National Police Administration has 23 internal units and 23 subordinate departments. The authors of the paper believe that the command center of the Agency is too large. According to the organizational characteristics of various departments, and based on the above-mentioned organizational reorganizing principles and the four downsizing tools, the paper proposes a merging of units. This would reduce the numbers to 8 internal units and 7 subordinate departments. The downsizing extensively decreases the commanding area of National Police Administration, and reveals the major missions and professionalism of the police. Moreover it meets the spirit of the local system of job responsibilities. We hope that these ideals and visions are able to give a blueprint for police administrative organization that reflects the spirit of the new times.
