碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 91 === For the coming era of “Globalization”, foreigners come to Taiwan for touring, visiting friends or relatives, business activities, attending academic seminar, and employment have increased day by day . Alien detention policy is one of the symbols of enforcing national jurisdiction and the interaction of international community. In order to cope with “Reinventing Government Policy”, maintaining national security, and the respect of human rights. How to manage those alien detainees in good situation before their deporation. It’s quite important to abide by policy implementation mechanism that is ruled according to political and administrative procedures by government’s alien detention policy making. The motivation of this thesis is to understand how the alien detention policy interact with the implementation of authorities concerned, enforcement officers and working environment around them. This study applies with the policy implementation theories and models to research the implementation of R.O.C.’s alien detention policy. And also adopts comparative method to analyze those alien detention policies of German, Japan and U.S.A to take the advantages as reference for government’s policy making. Furthermore, it plans to probe the difficulties about the implementation of recent alien detention policy from analyzing the following layers: people involved and staff’s concentration, the quantity and certainty of job, resources and environment factors; interviewing scholars, the members (including high ranking officials and street-level bureaucrats) of the National Police Administration and Keelung City Police Department, and adopting Edwards’s“top-down”and Dr. Chang’s “bottom-up” approaches to implementation research. At last, makes the conclusion and provides various helpful advices for promoting professional implementation mechanism of alien detention policy.
