As the condition of policy administration become more complex, it is crucial for every government to improve its administrative efficiency and to evaluate efficiency appropriately. The purpose for this research is that the study of the pattern of organization performance will provide colleagues working for government a deeper comprehension toward the evaluation of organization performance so that they are abele to examine and amend the current procedures and index of organization performance. Meanwhile, to explore such pattern in both theoretical and pragmatic aspects, and to take other countries’ experience into consideration, this research shall serve as a reference for our government to administer organization performance evaluation. This research contends that the success of organization performance evaluation lies in the pattern and index’s coverage of all dimensions of organizations. If performance evaluation is to succeed, we should build up a multi-dimension pattern and index, which include dimensions of organization structural, control, open, development, and differential system. Performance development is a process, which requires both persistency and full participation. Organization must construct a language to communicate strategies, implement the strategies persistently, contemplate the direction of organization development, evaluate the opportunities and treats of surroundings, and apprehend the expectation of external key persons and internal members. Than basing on past performance, selection of the right models to follow and prediction of future performance development, we can reflect the past, foresee the future, and learn about each other. Furthermore, we can guide the organization into the right direction by taking performance management and index as instruments to set up standards, evaluate performance, correct deviation and feedback on results.
