Like other systems, job rotation needs to be carefully designed and managed. Otherwise, it will result in higher pressure on employees and serious problems within the organization.Junior ranking police officers in Taiwan are civil servants working on the front line who protect our citizens with their own lives. This research aims to prove that a properly implemented job rotation system will have positive benefits for a more effective and efficient use of human resources within the police organization in Taiwan. This study combines both analysis of existing documents and quantity research. First, relevant documents from Taiwan and overseas are analyzed to reveal the theory of job rotation, and examine existing models in both the private and public sectors. The advantages and disadvantages of job rotation are then analyzed to arrive at the best principles and procedures for implementation.Meanwhile, quantity research is conducted using questionnaires. The process of conducting quantity research is as follows: (a) Refer to existing theories and studies of job rotation models and intra-organizational mobility, job design and training, and career planning. (b) Study previous questionnaires regarding job rotation. (c) Analyze the effectiveness of existing job rotation systems in the public and private sectors. (d) A questionnaire is designed based on the above information. (e) Respondents to the questionnaire are junior ranking police officers, who have been randomly selected from the Taipei City Government Police Bureau , Taipei County Government Police Bureau and The First Peace Preservation Police Administration Ministry of the Interior.Through statistical analysis, the opinions of junior ranking police officers towards job rotation is determined and such a system’s effects on junior police officers and the police organization are further discussed.Moreover, the implementation of a job rotation system within junior police ranks is suggested for the government’s reference.
