It is not only beneficial to predict the crisis symptoms, but also to detect crisis development. By assessing the occurrence probabilities of various crisis situations, we can work out countermeasures to resolve crisis and prevent it from happening again. Citizens’ demonstration is a typical critical situation. However, if we apply theories and approaches of crisis management, combining with rationales and techniques for dealing with mass demonstrations, and establishing a set of integrated, efficient management model, then we are able to handle citizens’ demonstrations effectively and dissolve unnecessary crises. This study focuses on the exploration of the case entitled 318 Citizens’ Demonstration Event, occurring at the front of the Headquarters of Kuomintang after the 10th presidential/vice presidential election in 2000. By employing the methods of documentation study and in-depth interview, this study further discuses the crisis management activities taken by the police agency to deal with 318 Citizens’ Demonstration from crisis management perspective. Based on the related crisis management theories, the dealing process of 318 Citizens’ Demonstration by the police agency is divided into three stages: (1) the prevention stage of crisis formation period; (2) the dealing stage of crisis breakout period; and (3) the recovery stage of crisis dissolved period. This study also analyzes advantages and disadvantages of the police agency’s dealing with 318 Citizens’ Demonstration. After thorough analyses, suggestions and policies are proposed in the end. This thesis comprises six chapters: (1) Introduction; (2) The Crisis Management Theories and the Historical Review on Citizens’ Demonstrations in Taiwan, R.O.C., and the Present Situation Analyses; (3) The Prevention Stage of Crisis Forming Period of 318 Event; (4) The Dealing Stage of Crisis Breakout Period of 318 Event; (5) The Recovery Stage of Crisis Dissolved Period of 318 Event; and (6) Conclusion.
