Whereas various studies have been made on online gaming industrial development, there is little systematic and detailed work focused on the aspect of talent education in this industrial development. The main purpose of this research project is to address this issue, to identify the advantages and flaws of Taiwan’s online gaming talent development, to scrutinize the Korea’s blueprint of fast success and ultimately to propose policy changes for improvement. In this thesis, literatures of previous works on online gaming development in Taiwan, industry policy of Korea and Taiwan, and human resource of digital industry in Taiwan are thoroughly reviewed. Additional information on aspects of on-line gaming industry, talent development in particular, presently in Taiwan and Korea is collected through a series of meticulously conducted interviews. The interviewers are carefully chosen to be qualified of speaking for the government, the education institutes, and the online gaming industrial private sectors. From the evaluation and analysis of previous studies and current interviews, it is found in this thesis that Taiwan’s system developed abundance of highly trained digital industry professionals. Moreover, their strong Chinese cultural backgrounds give Taiwan a huge plus in competing with other countries for the vast China market. However, the lack of crosstalks and collaborations between government, education institutes, and industrial private sectors results in a huge waste of human and non-human resources, deficiency in capital and proper workforce, unnecessary personnel regulation, misunderstanding, and misjudgment at all levels. The study in this thesis suggests that Taiwan’s government should take up a more vigorous responsibility. It should revise the industrial and related policies to initiate the communication between all sectors, to concentrate the capital and resources, to encourage cooperation, to establish specialist education programs, to organize marketing activities and to guide efforts toward the right directions. Following the government’s leadership, both education institutes and industry private sectors must actively participate in the collaboration and feed back the updated information, such as the market trend and most wanted personnel, to the policy makers.
