Case study research method is adopted, which includes observation, interview and document analysis. This research was conducted for an year. The results of research indicated that teachers realized that the curriculum goal include cognition domain,affective domain,psychomotor domain. This means binding curriculum goals and life together. The understanding of teachers in basic concept is self, human relationship and interaction of men and the nature. In the curriculum structure, the understanding of teachers is that, for the juniors starting from the concept of self and move to family and the school. In the middle level, emphasis is placed on the importance of community and the hometown. For the seniors, school children need to have knowledge and understanding of the hometown and the history background of Taiwan. In the theme context, the teachers have their stage concept. The next, in the content of teachers’ curriculum decision-making, the teachers decided the goal, the material and the main line of material of curriculum. The factors leading to the curriculum decision-making of teachers are interaction between teachers and students, the leadership of the curriculum leaders, ability and the interests of students, teacher’s professional knowledge and skill and the textbook policy. The curriculum decision-making model of teachers is elite decision-making model. Finally, this research provides suggestions to the educational institutions, schools, social learning field curriculum team and for the future researches.
