The research methods for this study are the document analysis, questionnaire investigation, and interview. Ⅰ. The research of documentary — research the basic theory of TQM The philosophy of TQM can be used widely. It is suitable for any administration and group can also raise the effect of management, reduce the cost, establish a new impression, strengthen the function of organization, promote organization change, organize innovation, recreate organization, and develop the new idea and competition. Ⅱ. Analyze the situation that the effect of TQM in the administration of Elementary School in Taipei County The following results were reached Results of the study 1. The sexuality: The percentage of the male teachers on the test who think TQM can apply to the administration of Elementary School are obviously higher than that of the female teachers. 2. The age of teaching: The percentage of the senior teachers on the test who think TQM can apply in the administration of Elementary School are obviously higher than that of the younger teachers. 3. The educational background: The percentage of the graduate teachers on the test who think TQM can apply in the administration of Elementary School are obviously higher than that of the undergraduate teachers. 4. The position: The percentage of the principals in all aspects who think TQM can apply in the administration of Elementary School are obviously higher than that of other staffs. 5. The area of school: The percentage of the teachers in the remote school who think TQM can apply in the administration of Elementary School are obviously higher than that of the teachers in other area of school. 6. The scope of school: The percentage of the testers whose scope of school are lesser than 12 classes think TQM can apply in the administration of Elementary School are obviously higher than that of the teachers whose school have 13-24 classes or over 25 classes. The conclusion of the study 1.To respect the development of school and establish the system of permanent management. 2.School leadership should carry out the communication under humanity, and the concept of customers first. 3.To encourage teachers to improve teaching techniques, and ensure the quality of education. 4.To do student counseling and campus security work. 5.To monitor school budgeting and be apt at school management. 6.To have effectiveness and efficiency campus management including the whole range of staffs. 7.To build up a good relationship with the community and educational partners that working together. III. Difficulties of the study and the methods of improvement Difficulties of the study 1.Educational colleague don’t have the clear concept of customers first, due to the heavy burden of administration work, they have a lower will to cooperate each other. 2. Educational colleague are lack of lasting improvement will, they don’t want to accept the comment. Also school is lack of a complete self-comment system. 3. Educational colleague don’t want to take part in the development of school, and students’ parents either. 4.Educational colleague are lack of the feeling of crisis, so they don’t have high teaching quality. 5.There are few teaching resource centers in school to assist teachers. The methods of improvement 1. To set up the common understanding, encourage the parents to take part in the activities in school. 2. To formulate a complete self-comment system and conduct relative activities of comment. 3. To adopt an efficient management to inspire the will of teachers and parents to join. 4. The school contributes a safety mechanism to do the work well and set a clear-out process to deal with things quickly. 5. Using the computer resources well to set a complete educational data bank. IV. According to the results, the analysis, and review, this research provides some substantial suggestions for educational administration and elementary schools. The suggestions for the educational administration According to the situation of our country, setting a suitable target of TQM. To set education of TQM carefully, plan it completely, do it thorough and evaluate regularity. They guide and supervise schools by making a concrete case of TQM. Setting a National Education Prize, it can encourage the people who carry out the TQM. Making the budget, holding relative activities of TQM regularly. According to SBM, they give power to school to hold TQM with each different condition. In order to balance and shorten the different of the city school and country school, they revalue the educational resources; to rearrange the school scale for practicing TQM; to encourage school practicing TQM for promoting the effects of educational quality. They set the high quality level of TQM to let school following. The suggestions for schools The principle makes the practical methods to hold TQM and encourages teachers to take part in TQM’s activities. To understand and care how these teachers, students, parents, and people in community feel, the way to communication must be smoothly. Let teachers exchange the job properly, expanding their range to join administrative work. To combines the community’s resources and let them assist school to do the campus work well. The principle runs the learning organization school, he inspires individual teachers and whole group to study and promote their teaching skills. The principal arranges the elder teachers and younger teachers work together, and he should support and lead all members in school to run TQM. The suggestions for future 1.The objects of study:Expanding the objects, for example, the private school, the parent in community, the group of promotional education, educational administration, entrepreneur. It can help the study universality and representative, and set up a more complete and deeper theory of TQM. 2. The methods of study:The main methods are the research of documentary, questionnaire, and the interview is secondary. From now and on, it continues toward personal case, making the study become more effective and believable, and the study of TQM will be more practical and useful. 3. The researches of documentary:That is including many important experiences in several countries. 4.The tools of study:Besides using the research of foreign documentary, the study can also adopt local research of document. 2. The age of teaching:
The percentage of the senior teachers on the test who think TQM can apply in the administration of Elementary School are obviously higher than that of the younger teachers.
3. The educational background:
The percentage of the graduate teachers on the test who think TQM can apply in the administration of Elementary School are obviously higher than that of the undergraduate teachers.
