Besides, main ideas were summarized and suggestions were offered for references in order to motivate teachers to participate in in-service education for enhancing the quality of teaching effectiveness. This study was conducted through literature review, questionnaire survey and interview. First, through literature review, the relationship between teachers’ motivation in in-service education and their teaching effectiveness was researched in order to build a theoretical framework for this study. Second, through measurement tools, questionnaire surveys and interviews, the data of related materials about in-service education and teaching effectiveness were collected. Then, the results of questionnaire survey and interview were analyzed and discussed. Finally, the findings of this study were synthesized for conclusions; some concrete ideas were suggested in this study. The subjects of this study were mainly taken from junior high school teachers of four counties in the central part of Taiwan. 1,000 teachers from 62 public junior high schools were taken as samples of this study. The results of questionnaire survey were processed and analyzed through these statistical methods such as frequency distribution, percentage, average score, standard deviation, t-test, one-way analysis of variance, Pearson-moment correlation and multiple stepwise regression analysis. Conclusions of this study were summarized as follows: 1. There were six different kinds of motivation for junior high school teachers to participate in in-service education. 2. The highest motivation for junior high school teachers to participate in in-service education was for professional development. 3. In general, the quality of teaching was effective for junior high school teachers and the index factor-“a good learning environment” was the most apparent one. 4. The motivations of junior high school teachers’ participation in in-service education were different because of their differences in gender, age, marital status, years of service, and working jobs 5. Junior high school teachers’ teaching effectiveness was different because of their differences in gender,marital status, years of service, working jobs,school location,and school size. 6. Junior high school teachers’ motivation in participating in in-service education was highly correlated to teaching effectiveness. 7. Junior high school teachers’ motivation in participating in in-service education highly predicted teachers’ teaching effectiveness and “professional development” was the factor of index which highly predicted teaching effectiveness. According to the conclusions of the study, some suggestions were as follows: Ⅰ、Suggestions to the educational administrative organizations and in-service educational institutes: (1)Work out in-service training programs for teachers according to their requirements in order to satisfy their needs. (2)Offering more in-service training programs for different subjects of teachers in order to offer them opportunities to share teaching experiences. (3)Set up a standard of evaluation for teachers’ participating in in-service education in order to improve in-service education system. Ⅱ、Suggestions to school administration and teachers: (1)Encourage teachers to join in-service education in a way of inspiring leadership in order to enhance the quality of teaching effectiveness. (2)To carry out the plans of lifelong learning for every teacher. (3)Build the system of “teachers who take turns to do the jobs of administration.” Ⅲ、Suggestions to academic institutes: (1)Offer on-the-job training courses for teachers in a planning way. (2)Set up the in-service educational class for the faculty of school administration.
